Try this
Ok I've tried this and it seems to work.
1. Get the DX9 executable from http://www.microsoft.com/downloads/details.aspx?FamilyID=04ac064b-00d1-474e-b7b1-442d8712d553
2. Save it somewhere other than the LOTRO directory.
3. Rename it to dx9-2009-8.exe - this matches the file name it is being downloaded as.
4. Copy this to where your LOTRO is installed i.e, C:\Program Files\Codemasters\The Lord of the Rings Online
5. Kick the Launcher into life and it should install.

Bit of a faff to do it, and you need to copy not move the file as once done the patcher deletes it, so if you have to restart for any reason you won't need to download it again.
